Review queue
The definition as the field writes it comes first, weaknesses and all. What Entity Bind does about it comes last, in its own paragraph, so you can take one without the other. Filed under decisions and evidence.
What the system returns, what it refuses to return, and what a decision can be redeemed for afterwards.
every figure, with its population →What review queue means
A review queue is where a resolver puts the records it would not decide, so that a person can settle them. Fellegi and Sunter called it clerical review; the modern versions are stewardship consoles and match-review workbenches. The idea is unchanged: some pairs cannot be decided by rule or by score, and the right destination for them is a person with the evidence in front of them rather than a threshold nudged until the queue empties.
Three properties separate a working queue from a backlog. Each item must carry the evidence that produced it — the shortlist, the features that fired, the sources cited — so a reviewer is judging rather than researching. The verdict must be attributable to a named reviewer, because an unattributable approval is a workflow step and not a control. And the verdicts must feed back as labels, or the queue is a cost centre that teaches the system nothing.
The accounting has to keep the two populations apart. A merge a human approved is not evidence about the automated system, and folding reviewer-approved merges into an automated accuracy figure inflates it silently.
Entity Bind writes every abstention to the review queue with its shortlist and a review id, refuses a verdict that does not name an accountable reviewer, records the credential and surface that applied it, and excludes reviewer-approved merges from the automated population every published accuracy figure is measured over. Settling an item requires a separately issued review credential: a resolve credential may read the queue and cannot settle anything, which is what stops an agent asserting whose judgement a merge represents.

Each with its own sentence, because the next question is usually about the word beside this one.
Abstention
An abstention is a first-class 'we do not know' returned instead of a match: the record comes back unresolved, with a ranked shortlist, a typed reason and the column that would have decided it.
Confidence floor
A confidence floor is the score below which a system refuses to return a match at all, expressed as an acceptance contract rather than as a promise about accuracy.
Decision receipt
A decision receipt is the durable, retrievable record of why a particular match was made — the features, the probability, the thresholds in force, the sources cited and the version of the pipeline that decided — addressable by an identifier returned with the answer.
Fellegi–Sunter
Fellegi–Sunter is the 1969 statistical framework for record linkage that scores a candidate pair as a log-likelihood ratio of field agreements and splits the result into three regions: accept, reject, and refer for review.
Tool call
A tool call is a single invocation of an exposed operation by a model or agent, with structured arguments and a structured result — the unit that is authenticated, metered and audited.

Internal fixtures only. The historical 2026-08-29 per-tier recording covers 317 GB companies with identifier-rich arrivals seeding the catalogue first; the context tier includes country and registered-town prose. Its legacy replay has no full-prompt-verified calls and cannot certify current calibration. The September 5 CI reports cover 1,176 labelled pairs and 705 records over 250 companies using offline stubs. These are not independent customer holdouts or live production validation; the 99% minimum-input product target remains unmet. Scope is company and organisation identity only — not people, vessels, bank-account ownership, sanctions or emissions. Results may not be used for eligibility decisions about individuals, including employment, credit and tenancy.
