## How to read this

The definition as the field writes it comes first, weaknesses and all. What Entity Bind does about it comes last, in its own paragraph, so you can take one without the other. [Filed under data, licence and time](https://entitybind.com/glossary#data).

## What PSC (person with significant control) means

A person with significant control is an individual or corporate body that controls a UK company — broadly, more than 25% of its shares or voting rights, or the right to appoint or remove most of the board — and the PSC register is where those declarations are filed. It was introduced in 2016 as the UK's implementation of beneficial ownership transparency: a company must identify and file its people with significant control, and the entries are public. Control is recorded as a set of coded 'natures of control' plus banded percentages rather than exact shareholdings, which is a deliberate design and a real limit: the register tells you somebody sits in the 25–50% band, not that they hold 31%.

The data has other well-known limitations. Declarations are self-reported, corrections lag reality, and a PSC entry is a name and a partial date of birth rather than a resolved identity — a PSC named in one filing and a PSC named in another are not thereby the same person.

Entity Bind's use of PSC data is narrow. PSC entries are carried as sourced, cited facts on the company they belong to, and the flat list is split so that corporate PSCs — which are companies, and have their own registration identifiers — can be resolved as companies and linked into the ownership view. Individual PSCs are carried as recorded strings and are not resolved, matched, scored or deduplicated.

That boundary is the product's scope. Entity Bind resolves companies and organisations only. It does not resolve people, and its results may not be used for eligibility decisions about individuals, including employment, credit and tenancy.

- [Register coverage](https://entitybind.com/coverage): The registers the resolver reads, the licence each one publishes under, and how often a live entity's name is unique once it is tidied to a common form.

Each with its own sentence, because the next question is usually about the word beside this one.

- [Beneficial ownership](https://entitybind.com/glossary/beneficial-ownership): Beneficial ownership is the question of which natural persons ultimately own or control a company, as distinct from the legal owners recorded on its share register.
- [Company number](https://entitybind.com/glossary/company-number): A company number is the identifier a register assigns to a company at incorporation, and it is unique only within the register that issued it — never within a country and never globally.
- [Temporal facts](https://entitybind.com/glossary/temporal-facts): A temporal fact is a value stored with the period over which it was true and the history of when it was observed, rather than as a single current value that silently overwrites its predecessor.
- [Citation](https://entitybind.com/glossary/citation): A citation is a resolvable pointer to the specific source document or record that supports a claim, as distinct from a source name, which is only an attribution.
- [Entity](https://entitybind.com/glossary/entity): An entity is the real-world thing a set of records is asserted to describe — in Entity Bind, one company or organisation, holding a stable identifier that survives the records attaching to it.

## Evidence basis

Internal fixtures only. The historical 2026-08-29 per-tier recording covers 317 GB companies with identifier-rich arrivals seeding the catalogue first; the context tier includes country and registered-town prose. Its legacy replay has no full-prompt-verified calls and cannot certify current calibration. The September 5 CI reports cover 1,176 labelled pairs and 705 records over 250 companies using offline stubs. These are not independent customer holdouts or live production validation; the 99% minimum-input product target remains unmet. Scope is company and organisation identity only — not people, vessels, bank-account ownership, sanctions or emissions. Results may not be used for eligibility decisions about individuals, including employment, credit and tenancy.
